Set limits of skill level when setting up public games

Has it been talked about where setting up a game you can dictate the skill/rank range of those who join?

This works two fold, one I can set games to limit awesome players pawning me. Or second, I don't feel bad joining games started by players who are better than me as they would have the option to restrict minimum levels.

I sometimes don't join games as I feel I'll be annoying those higher skilled players, but I miss out on being bake to learn from them at the same time.

This has been suggested and rejected before, yes. Simply said, the site doesn't want to encourage rank segregation more then it does already.
