[Forum] Eliminate the use of certain simleys

Concise description:

Either delete these smileys ( & ) or perma-ban anyone who uses them (obviously, mods included)

How this will benefit the site and/or other comments:

These smileys are so God damned annoying. Nothing says "I'm a prick" more than the use of these smileys.

To fill in the gap where these smileys should be, if they are deleted, here are some better, much cooler ones:
