Gave Me a 1,1,1 and accused me of secret diplomacy even though it was a one player game. That in itself wouldn't make me write this however for the past 8 ratings he has made he has accused people of secret diplomacy even though he only plays one player games...?

The ratings you got was truly unfair, however we would need a lot more inaccurate ratings/tags to consider this player for ratings abuse.
At this time is it Cleared but will be Noted on the account. You can contact the accused and try to sort this out between yourselves, and you can Foe him.
