Not true. Each player might have 11 terrs, getting 3 deploys. Suddenly one guy has 22 terrs, more than doubling his deploys (to 7)... plus cards. It can make a huge difference on some maps. I'm not the only one who's seen it.

A modification that's fair to both teams, and is a balance between the old and the new way, is the one I suggested, where terrs and cards get equally divided among
all the players.
