How do you "foe" someone?

I keep reading about dealing with a less than honorable opponent or poor loser/rude rating person by designating them as a foe. I can't seem to find out how this is done. Any help is appreciated.

Go to your Inbox, click on Friends & Foes and follow directions.

You can also just go to their profile. Just above their contact info, you should see two links. "Add Friend", and "Add Foe".
