They don't respond, but the fact that they're only attacking blue territories (mine) for 4 rounds now, without ever attacking each other - and the fact that they're both Dutchmen - leads to the conclusion that they might be conducting secret diplomacy.

Just as in my previous C&A Report the supposed offenders are still newbies, but they should know the rules anyway. Being new to the game is only an excuse for not being familiar with the tactics yet. They agreed with the game rules. conducting secret diplomacies is clearly against them.

EDIT: I just noticed this game was the 15th they played together. Maybe that's interesting to mention too

having looked at most of the games they play together, it seems that most of them are 1v1 anyway. narrowing it down to the games that were not 1v1 and then looking at the games either of them won, all through the games they attack each other. looking at the game u listed in question, they do attack each other, but indeed, they attack you more... but it seems that the attacks u recieve are as a result of attacks u placed to them. most of the rounds the incoming attacks on yourself are from counters from the previous round that u took terts away from them and are reclaiming. personally, i see nothing amiss here
