If it is done where all players can see it, then it is not secret diplomacy. I think that ClapMan should be advised to use game chat, but it looks like he did already.

This isn't true. The conversation should always be in game chat. It isn't the other player's responsibility to be checking everyone's wall, signing on to live chat, ect.
Rule #2: No secret diplomacy
Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand.

You made this report at 7:30, then told him to use game chat at 9:30 ish, in which case he started using it.
Could have told him first, and saved a C&a report... but what if you wouldn't have caught him? He is still breaking the rules whether caught or not.

Clearly there was some secret diplomacy involved in this case, as noted in previous posts, but I withdrew the complaint my preference was to whoop the cheater in the game, which I did.
