There a new rule that all groups must be request. Cause I got this from jpcloet today:

Request is the best setting. You should not be using Closed as people then cannot leave the group. It is also advised that you do not set the default on a player without their permission as that also causes a change in their avatar and makes them unable to leave the group as well.

People most definitely can leave a group set to "Closed" they simply need to have the group leader remove them (which is usually quite easy unless the leader has gone inactive) or they can get ahold of an admin who can do it in about 15 seconds.

As for it being required to be "Request" I don't believe that should be a rule, as using the setting of "Closed" is an easy way for groups to let others know that they are not interested in seeking new members. It prevents them from having to deal with various request PMs when they don't want to deal with them.
