Because some people might get dropped on bonuses in various maps, I'd be unlikely to play; enough luck is already involved.... but you could 'test' your idea by finding people to agree to a three-round neutrals-only truce on whichever maps; and play them.
Yeah, and if you want to have a say in where you deploy troops, we now have manual troop placement, which will give you similar results.
Also what about a map like AOR or Feudal? It would just be more troops on your home territory? Or doesn't count because of neutrals.

BUT! what you can do is get some friends together, one of them must be premium, and play a private game, with the gentleman's agreement to follow your rules. Try it out, see how it works. That is what we are doing with Adjacent Attacks, and although it may never be implemented, we really enjoy playing this way.
that way you can start games with 'adjacent attacks' rules or 'truce for 3 rounds' rules and have people join them knowing that those games have certain rules to them.
