Suggestion-> Last to play should be a turn skipper

Concise description:
  • Game 6134765 I was the second last to play but because the last to play skipped his turn I was forced to wait on the next round which means I'm being punished for someone else skipping their turn. The turn skippers should be forced to wait.

I'd say if you want them to be it should be both not just one.
