If you compare the street view map with your definition of Western Europe,
You'll find that the only 'eastern europe' country that has street view is the Czech Republic. And that doesn't border any major bodies of water, so its probably safe to assume it is not in the Czech republic.
All the other street view locations are already in Western Europe, so asking if it is in Western Europe is just a waste of a question.

If you were to ask:
1. Is Lack in a country with a population greater than 10 million:

The problem here is that we are assuming 100% that he is in Western Europe based on WCA's analysis of the street map view locations. Having population, however, COULD help you narrow it down to other countries in Europe so it is still a viable next question.

- Narrows it down to two groups.

I've done a bit of work on this, and I've come up with this picture.
First off, I gave every European country that has at least 10m people a red star on this map.
Then, I used street view information and put a yellow star on every country that has street view AND 10 million people.
This leaves us with 7 countries.
Since Czech Republic doesn't border any major bodies of water, it'd be pretty safe to assume that the picture is not from the Czech Republic.
So we're down to Portugal, Spain, France, Italy, UK, and the Netherlands.

Still working on what our next question should be. I haven't decided.

Is it safe to assume that islands in the Mediterranean are included with whatever country owns them? For example, Corsica is part of France. If we asked if Lack was in France, would Corsica be included in 'France' or would you consider it separate? Same with all the other Mediterranean islands.

It will lead to the same number of expected guesses as splitting into two groups of three, but should give us a better chance of being right, because these two seem like the best candidate countries right now.
Or we could change it and guess whatever two places we think have the best chance of being right.

My guess is East coast of Spain somewhere. Looking at the shadow from the gate, this is most likely some time during summer (high sun), and (obviously depending on time of day) but looking somewhere between East and South. I think the sun is too high for it to be looking any further "clockwise" than that.
The windows blow my theory though - I saw more of that influence in Portugal, but the sun/angle thing means the water can't be to the west....but then again there are a million exceptions to the rules of localised architecture - and I wouldn't say I'm the most observant person in the world!
