Ratings left by a specific player are normalised so the average is maintained at three.
Ensuring 3 = Average and 5 is not the normal expectation.
Possibility 2 is to normalise over all players which would mean the average rating left by every player on the site is equal to 3 rather than for an individual player.
Specifics:
If I leave ratings on average of 4. They are shifted so the new average is 3. If I leave an average of 1 it is shifted to be an average of 3.
This will improve the following aspects of the site:
Improve redundant rating system to have some meaning
Allow people to actually see the difference between 5 and 4.8 enhanced.
