I'm not saying we're limiting the options, but clearly the tactics used by some of the defense lawyers are clearly aimed at prolonging their clients life. The whole system is actually very sensible for preventing innocent people to die (though there are still innocents who die) but that comes at the price of not actually being cheap.
I mean, you can argue that limiting the options people on deathrow have (which would result in more innocent people dying) or you could argue that there are other reasons than money to convict people to death but I'd say you're better off going with the latter.

On an even more serious note, the appeals process is necessary only in cases where there aren't any eye-witnesses. In the case of the Fort Hood guy,...straight to the cheese grater.
