Perhaps as an incentive to volunteer, to stay as a representative, and to do a good job, CC could give those elected auto-premium -- if they do good job they get to keep it for as long as they stay, but if they don't then they aren't reelected and will lose it.
This would probably take relatively little time and effort to implement too.
