Sent the following email, which seems like a clear violation of the rules to me:

Mbligh -

We have two choices:
1. Fight at the USA - Mexico border & weaken ourselves until we both lose the game.
2. Truce at the border so that we collect the bonus' & go from there. If we do that fight from Alaska through Western USA to Mexico & I will fight south from Columbia to aid your southern growth.

If you want to truce put it in the chat log of the game on your turn & I will agree. If not then I will know that you do not like that idea & do not want the truce.

Read the post I stated I would be open to an alliance but would battle it out without a response in the game chat. I have been approached in numerous worse / more underhanded ways than this... I sent this email but it does not impact the integrity of the game because I clearly stated that he would have to propose the alliance in the game chat for this to occur. That falls well with-in the game rules as they are stated.

MBLIGH is most definitely wrong in this case.

He says that he would've announced the truce in the Game Chat, which is what's required. So, he hasn't really done anything wrong just because he suggests it in private, and as you've declined, there's nothing to announce.

YOU DID PROPOSE A TRUCE in that mail. That IS secret diplomacy.

I agree. If you're going to propose a truce, why send an e-mail when you could have initially proposed in the game chat?

Rule #2: No secret diplomacy

Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults. Secret diplomacy can be hard to prove, but if you suspect it you should leave the players in question appropriate ratings. If you feel certain about players engaging in secret diplomacy consider reporting them in the Cheating & Abuse Reports forum by posting a new topic.

By sending this message to your opponent is discussing diplomatic options outside of the game chat, therefore is considered secret diplomacy.
