Don't allow the Defender more dice than the Attacker

Concise description: Never give the Attacker less dice than the defender.

Specifics: When the Assault is down to 2 armies vs 2 armies...
As it is now if the Attacker rolls again it's a single die against a pair, the defender already has the edge
by winning all ties... so it would be nice if this actually was 1v1 dice or 50% odds instead of 1vs 2.
Actually it's less than 50% since the defender always owns the tie-break.

This will improve the following aspects of the game:
  • Improve the odds ever so slightly for taking one last shot at the defending territory.
  • Give the attacker a slim (but better) chance to knock an army off of the territory.
  • A variation similar to the original game where a player can choose to roll a single die.
An alternate variation: If an attacker rolls 2 vs 2 and the defender wins both dice
the defender occupies the the attacking country with one army.
This will improve the following aspects of the game:
  • Add another strategic dimension... both offensive & defensive.
  • Give attackers something else to consider before making that last ditch attack.

but this is a basic rule of a world domination game we all grew up playing... this makes no sense, and you are trying to gain an advantage where none is needed... if i drop a 10 on a 5 and am going up against a 4, the defender doesn't get the opportunity to reenforce against my impending onslaught, they had to think about where to key/sure up their defense prior to my turn... you are trying to gain far too great of an advantage for the attacker...-0
