Remove ability to repeat a wall message & Time Delay

I see a number of multis (and some current members) posting and spamming a player's wall which then requires a request to admin to remove.

Make it so that the same player cannot post the same message repeatedly. Possibly also make a 10-15 second delay before another post is allowed.

I realize this likely won't stop said players, but should reduce the impact.

I fortunately have not had this happen to me, but this is certainly an excellent suggestion. If someone couldn't post the same comment on their feedbacks (back when we had the feedbacks), it seems like it would be easy enough to implement the same sort of a block in the wall.
