when you set up a tournament, is there a way to ensure that neither opponent starts with an entire region, or is it just up to the computer how it starts the players in the territories?

Nope. The game engine reamins untocuhed despite the fact that it is a torunament.

Blitz won - 3 games v. 2 for me and moves on into round 2.
