Does anyone have an Idea as to the set up? Is there just a mafia vs town with variations in the roles or is there 7 houses like I think there is in the book? (though I never read it, I did do my reaserch on the topic)

Some people do it as a hobby. What you do is take a rod, bait, lunch and plenty of patience down to the local pond/river/ocean, fling rod with bait attached into the water, and try to catch fish while also avoiding boots, tyres, etc.

Fishing is normally trying to bait someone into a scummy response by making an argument against him on a not too sturdy basis. It can also be trying to gain information from someone in general but I don't really see what cpt did as fishing considering he was just pondering about the setup...
