How about every time a tournament is over everyone auto PM and the can rate the tournament.

Just a suggestion. :D

Very good idea, and have a few different categories like:
Organization
Length of tourny
Maps
Presentation...etc.

I think this is a good idea, but at the same time, it can be instigated by the tournament organiser. Whil the information is useful to the Tournament Mods, I think it's probably more useful to the specific organisers. Maybe you should start a thread in Tournament -> Discussion?

this has been discussed a few times... twice at least that i can remember (I am in favor of it) but as e_i_pi said, it was shot down mostly on the basis that organizers can create a bias, and it will also discriminate against new organizers when you see 'amazzony has a 9.9/10 rating, but that guy hasnt ever ran a tournament! im only joining the experienced ones'

I guess you are right but maybe your ranking shouldn't count the first couple tournaments because you are just getting to know about them and how hard they are to organize and after a couple they are just a breeze (sorta speek). :D
