[Rules] Undo Deadbeat Turns

Concise description:
It should be possible to allow your opponent to take their turn after their time has expired.

Specifics:
Though time limits are necessary, there should be more flexibility in handling them. Especially in 1v1 tournaments, it's annoying if a good game gets thrown off because someone for some good reason misses a turn. In such cases, I usually try to offer a deal where I also miss my turn and we both put our deferred armies somewhere where they don't matter, so the game can proceed as it would have if the turn hadn't been missed. Obviously this has drawbacks -- there might not be such a place, or your opponent might not be reading the chat, or you might not be sure whether you can trust them to stick to the deal. It would be nice to have a button that simply undoes your opponent's miss and allows them to take a normal turn without deferred armies before you take yours. This would be simple to implement in 1v1 games; in multi-player games it would require a more complicated system where everyone would have to agree; I haven't thought that through and it might be too complicated to do, but I'd be happy if it were available just for 1v1 games.
