France has been the source of most of the world's problems up until fairly recent. Now, the blame can be more or less evenly spread between most of the Muslim world for aiding and abeiting terrorism, the UN for allowing it to happen, China and Russia for helping Iran with it's nuclear program..............

In fact, as of the Clinton administration, it pretty much now fails on everyone. The blame, I mean.
