Leave a rating tag with a word or phrase of the leavers choice
Specifics:
Have a little check box, like all the other tags, but beside this check box is not a word, but a text box. The leaver of the rating may type what ever they want into said box, up to, say, 20 characters.
There will only be one custom tag.
This will improve the following aspects of the site:
Not all the ratings tags say exactly what you want them too. This way, you can convey the precise message you want to get across, like with the old rating system, without going overboard, like the old rating system.
More accurate ratings may be left.

See, you wouldn't really get to abuse it as much as you did before. There would be a severe limit on what you could say (again, maybe 20 characters and perhaps a profanity filter) and if people want to use their custom tag to say something silly, so what? They still have to leave an actual rating to use their free 20 characters of fame.

The reason the previous system was removed was because the feedback had to be moderated. This would again need to be moderated, making the new system pointless. In 20 characters, I can say "f*cking retard", "noob jackass", or many other things that would need to be moderated.
