In the game I am currently in on the Soviet Union map, Surfer99 has 3 areas and Moscow. Luchadorman could have easily attacked 2 of Surfer99's areas, since he had only 1 person defending, and as a result Surfer99 would get 9 units next turn, instead of 14. Yet luchadorman attackes in the opposite direction. And does not fortify his unified border with Surfer99 at all. I also noticed that they have always played together in games, when looking at their history. Though they have played some 2 player games and thus may not be multis, there is still definately secret diplomacy

And I would like to add to the comments, that on the following turn, surfer99 does not attack luchadorman at all even when he hasn't really set up any defense. Which shows they are definitely avoiding attacking each other.
