Slight mod to current rating system

Concise description:

• For games in which a player receives no rating from an opponent, automatically give ratings of "3." I.e., make the default rating a 3 for every player in every game.

This will improve the following aspects of the site:

• Because most of the time players don't give ratings, the average will tend toward "3" rather than "5" as it does now.
• A rating of "4" will have a positive effect rather than negative, as now. It will be easier to identify the good and the bad, by the deviation of their scores from 3 . . .

The point of the rating system is to get people to actually leave ratings. Also, what if someone has a large number of really low ratings? Say the person is at a 2.3, now with 3s getting averaged in, their rating will not look as bad. I disagree very strongly with this idea.
