While I generally think you make some good points I can't agree fully.

Well many armies actually DO award a medal for almost every little achievement made. And they are mainly awarded for PERSONAL achievements so many people have the same medals (just as here

Wrong. They ARE awarded medals, a medal being a little shiny piece of metal hanging from a colour coded piece of fabric. But when they run out of space (as your Petreus) they are allowed use a ribbon with the same colour coding instead. Most countries have very clear etiquette rules governing how to carry medals that sorts such issues.
But I agree with that they scale well and we could very well be using ribbons instead of medals here, especially for those with many medals.

I don't like that at all. I see medals (both here and IRL) as showing personal achievement and also (as IRL) I think a medal earned shouldn't be rescinded lightly.
