Instead of only having quote where you have to quote all that one person says, you could always have "reply" button.
If you add a number to the post it would simply say "In Reply To #4" etc.

It would be kind of neat, but really not necessary. It's not like there is a rampant problem of quotes. Most people are smart enough to edit out anything from the quote to which they aren't directly replying.
I mean, if this would be like a five-minute update or fix in the code, go for it, but there are bigger fish to fry right now.
