and I'm also a bit unsure about the tiebreaker, to me it seems that to stall a win then gets rewarded, always play the 20 rounds and get tons of extra troops since you hold the opponent "hostage".
So IMHO I would suggest either the opposite, promote speedy play, or just a straight up tiebreaker ...
