Round 2: 12 teams, 3 groups of 4. How would 4 be eliminated - just the last place team in each group, plus the worst 3rd place team?

So since you ended up with 3 groups of 12 (36), how is advancement going to work? You initially said 6 would advance from each group of 12, but that would give you 18 in the next round.
