Concise description:

Bill Klobber for the server usage his foe list generates.

Specifics:

Send him a bill of 1/10th of cent for every member on his foe list.

This will improve the following aspects of the site:

Encourages Klobber to trim his foe list, potentially freeing up to six 2Tb drives
Money raised can be used to buy better dice
United States GDP will increase by 2.1%
The recession will be averted
