I need a reserve for my Winner's Choice 1v1 Tournament because one of the players got busted for being a multi and doesn't exist anymore. You get to pick your own settings, but don't necessarily use them (Click on the tourney link above for more details).

You shouldnt let a reserve join if the tournament has been on for a few rounds. You should instead let the player which your "No Show" guy beat in the previous round join that game.

That's what most fair to me.
