I have 3 of the states and my teammate has 1 of them, will I get the bonus for owning it next round?

nope
you will need to ask your teammate to fortify you from there and then take it over.

Your teammate fortifies you whatever is on that territory, and then you take it (when it's nothing but a one).

you can attack your teammates no matter how many armies they have
