Relatively new still - how do you choose to leave ratings for opponents after the game is over?

Once the game ends, on the Mission Profile, there is a link on the Right, beside the Rematch button. Click on the player's name.

Thank for trying to help. It only shows previous ratings left from other games.

Okay, I think I know what you mean.

Yes, you have only one rating per player. However, every time you play them you get a chance to reconsider. So, if last time you played them you thought they were useless, but this time you think they were much improved, you can go in and give them a new (higher) rating. Or a lower one, if you think they're getting worse.

The new rating overwrites the old. All the games you've faced the player in are shown, but there's only one rating between you and each opponent.
