New Tag (Player rating)

Concise description:
- Additional Description on player rating page
- add the tag "foe" to list of current boxes available to check
- after particularly horrible games, more so then rating 1/5 stars and describing why, I feel sometimes I'd like to announce to everyone that the person has been foe'd on their public record. It'd show that something game-wise caused the foe, not something silly in forums etc that did it.
For CC'ers who pay attn to peoples tags, this would be a clear sign to stay away, more then just a semi lower 4.3 or 4.5 rating total might tell you.
