it was a debate on the number of neutrals between 50 and 100. because no consnsus was reached 75 was chosen. 50 would have been to easy to get especially since the bonuses can become quite big and 100 seemed too big. i think 75 is ok.

When you made this map did you intend for the max reinforcements per turn to be 450 or was that just a coincidence?

sorry. i just did the math for both. even with the 150 bonus you just added (for shortest route) you still have less than half of the bonuses in CC Mogul
