ok it's been a while, so here's the answer-

That character who's picture is posted above, was given the name performance artist( because his first appearance was in a sexshop dressed in a spiderman costume, when peter asked him to perform at stewie's party). Because he was never ment to be a long term character he was never given a more complex name, The makers then realized that he fit in in all kinds of situations and continued to use him. It wasnt' until this past season that he was given the name Bruce, When the principal introduces him at a PTA meeting.
