you could presumably count both.
google the appropriate term, you will see right off the bat that urban dictionary defines it, and therefore it should count.
Eyeballs obviously cant count because well, there are logistical difficulties and obviously it would have to count for both.

Mermaids have a long and well documented history of being able to gain legs and live on land, albeit at the loss of their voice.
A reverse mermaid would have a corresponding tendency to develop the lower body of a fish and live only in the sea, while gaining the ability to talk.
