I agree with comic deliberately losing as part of a strategy is something nobody should be allowed do. I was in a scenario about a week ago where I was in a position that if i delibrately lost a couple of games I would have scored one of the highest wins in a singles game making it onto one of blitz's top 5s. however there was no way I could or would do this and it amazes me that anyone would. Yes, there are definitely users who simply try to create trouble in a number of ways. Trolling, attacking partners, deadbeating....the majority is surely accidental or at least not done with mal intent. But there are some people who simply enjoy creating problems for others, and that is unfortunate.

I remember the buzz i got from playing against my first colonel (when a cl. could have only 2k points) it seems pathetic looking back but the little crown seemed like a big thing, a sign of superior understanding, power and esoteric knowledge.
I reckon you should try to remember.. and take pride in helping a new fella. He/she certainly has the potential to be a useless-tosser-deadbeat... but they also have the potential to be someone more like you.

instead of updating the ignore list to facilitate ignoring whole ranks perhaps it would be better to update the ignore list to make it non functional for battle royale.

This is a bit dramatic don't you think? When I started playing Risk it wasn't here on the site...I learned on the board. My first foray into online Risk playing was on another website as well so I wasn't too confused when I jumped on here. Putting to one side any altruistic ideas, I think that the site would stagnate if the new players never got the chance to test themselves against more established ones.
In fact at a mid/high ranged skill-level the unpredictability of having a newer 'wild-card' player adds far more complexity to the game.
for example singles escalator games, at the level just before you reach the paramount, can be relatively even and sometimes routine.. they follow a set pattern of understood nuances. Adding a good player who hasn't yet learned the ritualised structure can add a great deal; making you adjust and re-evaluate your strategy.
Don't misunderstand me, deadbeating can be the ruination of a game but there are other ways around that-
Perhaps an Attendance % in our Profiles?
