I am pretty sure that, at least in the 90's Florida would have been a yellow state. Topless was only allowed at certain beaches. Living in Key West, I know it was not technically "legal." There was an odd and interesting loophole, especially around "Fantasy Fest" for painted tops. I know I'm nit picking but please don't ever compare a breast to an udder. An udder continually lactates and the milk is stored for the convenience of the young. A breast only lactates "on demand."
