Among other issues, there is no "one order" for spoils. If you have more than 3 cards, you can choose which cards to put in. If you don't have a set at all, the button won't appear giving you the option to cash.
If you mean the count for escalating... again, that's not set. Whoever cashes first gets 4, the next one gets 6, etc. (these numbers are given in the instructions somewhere). Since people don't have to cash unless they have 5, there is no order.
im not talking about the order you get them or effecting nuclear games im just saying on the end result to just add a button to let me cash them in any order whatever so i dont have to do it manually and guess

I think the original intention of the OP was to create an automatic spoil cashing when a player has one or more sets of spoils that would be cashing them in a specific order so the player would get the most out of it.
So for escalating and flat rate, that would be cashing in all the spoils that are bolded first, and then spoils that are not bolded.
And for nuclear, that would be the opposite. Spoils that are not bolded are cashed in first, and then spoils that are bolded are cashed next.
However, I really don't see the point of this. It doesn't take more than 10 seconds to tell which spoils are bolded or not and cash them in.

And in FoW games, it isn't always the best idea to cash in your owned territories, as it can give away where you are on the map to your opponents.

If that is what the OP was trying to say (and I'm still not convinced it is, but I'll roll with it), then in addition to your points I would add that there is absolutely a strategy in deciding which "non-highlighted, non-otherwise-useful" spoils to cash. For instance, not currently owning but expecting to soon own a particular territory whose spoil you have. I kinda like this idea.. it could be very useful in speed freestyle games where u need to be super fast so cashing a set with a single click would be huge.. also I play a lot of nuclear and many times my set would brake enemy bonus but I couldnt cash fast enough, b4 opponents would start his turn..

I can see the benefit in freestyle. Maybe it should only be an option in freestyle and perhaps (?) speed games?
In the end, his comment about taking "10 minutes" seems he needs more practice at the game

Joodoo your interpretation/extrapolation of the suggestion could be helpful for new players but as others have pointed out the maximum card trade may not be the best strategy.
If this is a suggestion that has legs could the button be labeled max value (for nuke games min damage) and before it finishes the transaction a pop up appears with that the user has to confirm like the end of assault. if the player wants they can bypass the confirmation.

But this sort of scenario can happen at most a few times in any given game, and I don't think it's worth cluttering up the standard game screen for everyone to provide what amounts to a minimal aid in a very rare situation.
