It's always illegal to kill someone who is already born whether you're a doctor or not. Even in a case of self defense it's still illegal to kill....but a lot of government bodies agree that those are special circumstances and choose to to prosecute.
Because we live in a country of hypocrasy. Abortion is OK because A) It's a Medical Proceedure and B) No one's going to really vote against it because they'd lose the votes of the major women's organizations (which is a section of the constituency that you don't want to sacrifice). Sure, the republicans talk a good game, but they're just appealing to their base. Every time a republican Justice is appointed to the Supreme Court, everyone freaks about Roe v. Wade being overturned but it'll never happen.
