Thats fine. You can do what you want especially if you have support from other players. In my version, they can go through 8 and get some limited access or they can go through 28 for the same effect. They need two leaders to go both ways and their semi to attack their whole area. Actually its less of an effect, it's way more cumbersome. They have to give something up to attack more of the board and they can't do it from one territory.
12 does not equal 28.
I will continue to defend this issue until you're willing to let it go or you can convince me that the semis should break the entire game.
Plus I should have mentioned this before. I don't think that territories should be able to attack everything before them.
But I will say again. If I am the only one who thinks this then I will be quiet and let the map go without bringing any of this up again.
