Over the years there have been different attempts to develop a "courtesy rule "to deal with fog of war games. What is referred to a the 12 hour fog of war rule is not mandatory it is up to the clans in a war if they agree to follow it, it does not apply to all fog of war games in the war and both sides have responsibilities to follow in those games where it applies.
The side up, that has first move, when the game is initialized and the drop comes down, should allow a reasonable amount of time for the other side to notice the drop has come down and take a snap. the other side should notice within a reasonable amount of time the drop has come down, take a snap AND let the side up know they have taken their snap.
12 hours is not black letter law , For reference it is considered the absolute maximum for the side up to allow for the other side to have some courtesy in return take their snap and let the side up they have taken their snap.
One obvious example most CC;ers go to bed begore midnight .local time. That means if the drop comes down any time after noon local time , there is a limit on how generous you can , expect the side up to wait to let the other side show some courtesy in return, let you know they have their snap. Certainly as it gets to the side up has waited 8 ,9, 10 hours getting into midnight or .bed time they are free to take their turn,
