Either way, if it’s breaking site rules C&A would be the area to do it, not general discussion area.

If you want something looked at, include game numbers not just copy paste of the chat itself.

Yes, a game # is very helpful to get some action or a look by Mods.

And he is likely NOT worth worrying about; he seems to be the type of guy I avoid.
