This is Xenophobia, not racism. The saving grace for him is that he didn't actually use any ethnic slurs, so it's not really punishable. If he did, and he got away with it, I'd honestly be furious. I've had people say similar shitty things to me about Ireland because they're uneducated and think I live in a poor country. But, so long as they didn't use certain slurs, you brush it off as them being morons. Put him on your foe list where he belongs.
But I do have one thing to say for the people making fun of someone for being white and reporting xenophobia. You're wrong. The words "racism" and "xenophobia" may be different, but the intent is often the same and can be just as hurtful to the person on the receiving end of the type of venomous slurs I've seen thrown at people. Americans might not understand that because they live in country where skin colour is a defining difference for bigots. In certain parts of Europe, ethnic background can be that defining difference and colour of skin doesn't always to come into it.
