Conquer Rome winning conditions confuse me

Can anyone explain why this game has not met the objective conditions? This is a poly game with Blue/Yellow on the same team. The Imperial Seats, both Imperial Capitals and all tribes have been held by Blue/Yellow team for at least 4 rounds.

has to be blue OR yellow - can't be a combination thereof... ;)

So with team games the objective can only be completed by one member of the team?
