Could be nothing but looked and they have played 1,065 games together which is a lot considering Caspian King has played 2,665 games. Looking at their games on the Middle East map, 3-6 players on Terminator or Standard Shaz2 has won 42 out of 94 (44%)
Even their 2 player games together look dodgy with Shaz winning 16 from 18.
Sorry if I'm reading too much into this, maybe they are friends/family or something....
EDIT to show it in numbers.....
shaz2 does considerably better, and Caspian King considerably worse when they play together as well. This is only looking at Standard/terminator games on the Middle East map with 3+ players.
In games with eachother: Shaz2 42 out of 94 (44%) Caspian King 8 out of 94 (8%)
In games without eachother: Shaz2 has a record of 126 from 430 (29%) Caspian King has a record of 8 out of 40 (20%)
if you look at all of their games together (not just middle east map) with 3/4 players, shaz2 has this record: 3 player games 22 from 23 (95%) 4 player games 43 from 76 (56%)
Don't know if it's secret diplomacy or what but Caspian King is helping him
Caspian King is my Son who is occasionally playing on On CC. There are no secret diplomacis at all. I have been a member for long enough to know it is against the rules.

I noticed that too. How old is the "son" supposed to be? The "dad" is 39, unless "they" both lied about their age. Even if you flop-flopped them, there's only a 16-year age gap.

Do you know what I also find interesting? Shaz2 reported some multis or suspected multis during 2008 and 2009. After the Caspian account was created, he never posted a report again. This would absolutely make sense if you were trying to avoid bringing attention to yourself. And given this fact, I have no doubt that you know it's against the rules to have a second account.
I'm sorry if you guys aren't multis, but there is a lot of small stuff, when added together, that is pointing toward it.

Caspian King was blue. The game log is even more interesting. CK took mint-murray out of the game, then on his next turn took Mike22 out of the game, leaving as usual in pretty much all of these 4-player games, only CK and Shaz left. CK then proceeded to miss 3 turns in a row, was kicked for missing those turns, leaving shaz the winner. WOW

Given all the evidence and after consultation I am confident that they are 2 different entities. However, the results of games played together can not be ignored. The evidence is overwhelming that collusion between them exists whether or not it is intentional it is obvious.
Therefore I am placing a BLOCK on these accounts from playing in games together.
