New iterations of a map is made every week until Monday particular time. Some maps has more interest so yield more iterations while other yield less iterations due to less interest.
Correct, each Monday morning at 08:00 CC time (or 07:00, dont remember) a new map tournament is going out for a 2 weeks period, tournament iteration renew once the prior one start and until that 2 weeks mark.
I expect some conquest map to have much less than the current average of 10 just because interest as josko said, think like Hive, KC...may be not

Possibly opening of the new iterations can be advertised in dispatch issue so that it gets more attention. Last time when 11th Classic iteration was advertised by Dukasaur in the Dispatch issue, it got filled in record amount of time.
Especially this is important in light of recent decline in joining rate, Arctic and Chinese checkers got 9 iterations each.
I know this has been ask before and the answer is still no, even though your point is valid, the catch up think has not been the intent, and for new comers it isn’t really a way to proceed since the number of new player is variable from time to time, and can’t be weigh enough to open a new iteration that may take forever to fill, however when I started this long event I have plan to add surprise along the course of this Map Master
