They've both joined CC within 1 day of each other though they don't play many games or often. My guess is that they know each other in real life and either explicitly discuss their games/truces in real life (i.e. who will win each game) or they have a mutual agreement not to attack each other at all until everyone else is eliminated. Either way it's very clear that they often team up to fight other players, even when one of them is the clear dominant player. Similarly, one of them can be leading the game but they don't establish defenses on their mutual borders, nor do they attack the other (stronger) when it would be in their best interest to do so. Based on their play history (and the fact that no one account is the frequent winner when they play together) I doubt they're multis, but they clearly conduct secret diplomacy. They should either be banned from playing games together or they should be banned altogether. It's obviously not within the spirit of CC to permit them to continue to team up against other unwitting opponents.
In the game we're playing together I've notified them (many days in advance) that I will be making this report. They basically ignored the obvious and declined to change their clear secret diplomacy tactics. Other players have noticed. I will inform them again now that this report is filed so they have the opportunity to defend themselves.
