Personally, I'd think the main idea would be to reward the best performers for round 1 with optimal placement in round 2. In a lot of those options, you'd rather not be the #1 (or even #2) seed. Option #1, the optimal seed is #4; Option #2, the optimal seed is #8; Option #3, the optimal seed is #11!
Note: the difference in my proposal and your option #1 is the "snaking" of the teams - this makes the seed preference generally follow the seed # (i.e. you'd prefer seed #1 to #2, etc.)
